Freshly installed Chrome (chrome) does not display https pages. ie9-ok. What is the reason, how to eliminate?

Chrome - 12.0.742.112
Here icrs.nbki.ru/ displays: Error 113 (net::ERR_SSL_VERSION_OR_CIPHER_MISMATCH): Unknown error.
Here ic.openbank.ru/ just waiting for a response without a reaction.
In the Chrome settings there are all the checkboxes: Check if the server certificate has been revoked, Use SSL 3.0, Use TLS 1.0

It's not just under chrome. My IE9 also does not display the first link, it wants to install some addons. Most likely it is its own SSL encryption algorithm, and most likely it is one of the state-approved algorithms. Credit bureaus anyway!
And the second link will not work because ActiveX is required
