Freezes in the game and in the browser as a whole, BUT during the lags voice chat is heard, what's the problem?

So the problem is this, in CS:GO sometimes I play everything fine, sometimes it freezes, teleports back, and stuff like that, but sometimes it’s just UNREAL lags, it’s literally impossible to walk a few meters to take a bomb, it teleports back as if the packet loss is 90%, BUT what's the catch, the voice chat works, and according to my tests, only I hear, and if they don't hear me, I ping ya.ru in parallel to control the Internet connection, during the lags "the response timeout has been exceeded", but again I HEAR the voice chat !?!?!
Initially, I thought the problem was in the router: I did air cooling - it didn’t help, turned off the router, turned on the wire directly to the PC - it didn’t help (I would even say the lags became rougher). Naturally I thought in the direction of the provider, but again I stumble upon the cornerstone - I HEAR CHAT !!! I don’t know what to do anymore, I’m sitting monitoring lags and trying to understand their nature, I tend to two reasons - the killer e2200 controller, or rather its “support” program (there were already problems with it) or incorrectly configured rate in CS: GO, but again Well, in the browser at the time of lags in the game, it also does not open sites, and the ya.ru ping in the console gives a waiting delay. I'm actually powerless...

What do you use to communicate? TeamSpeak, Skype? Perhaps only the Internet falls off, the local network continues to work.
According to the symptoms, you have losses. Go to the provider's TP to leave an application.
Packet loss is primarily worth paying attention to the quality of the connection of the Internet provider. When I used to play contra there were exactly the same problems, they decided to change the provider, and a friend had problems with the network card. Try contacting the computer service to change the network card, if it doesn’t help, then the provider is to blame.
