FreeRadius + mysql users in db?

Hello! Delivered freeradius v3.0.13 configured communication with the mysql base. When trying to authorize, it displays:
(1) Sending delayed response
(1) Sent Access-Reject Id 12 from 192.168.99.229:1812 to 192.168.99.1:53877 length 20
Waking up in 3.9 seconds.
(1) Cleaning up request packet ID 12 with timestamp +1383 swears
before that
(0) chap: ERROR: &control:Cleartext-Password is required for authentication
tell me which way to look? what could be wrong?
