FreePBX not working Outbound Concurrency Limit?

Colleagues, good day.
On FreePBX 12, I noticed a strange thing that "Outbound Concurrency Limit" only works when the value is "1". I put "2" or "3" I can make at least 10 simultaneous calls.
Please tell me in which direction to dig?
