Freelance work. Where to go IVT-shnik?

Hello! I am 26 years old, I work in the direction of data transmission networks. Higher School - Informatics and Computer Engineering, specialty "computer systems, systems and networks". I am satisfied with my current job, I do not plan to leave, but I feel that I am not developing at all. I programmed for the last time at the university and since then I began to forget, but the basic skills are there. While studying for a master's degree, he was engaged in programming Atmel microcontrollers. I have experience in developing LAD/FBD programs.
There is a desire to again do programming or something related for the purpose of professional growth and the possibility of part-time work in this area. I don’t expect a quick start and easy big money. First of all, I would like something like a hobby that generates income at the level of 5-15 thousand rubles per month.
In addition, there is a desire to learn English (also, there is already a serious base).
What would you recommend? Maybe web development?

In the case when there are only basic skills but no experience in a particular area - just open a website with vacancies and look for junior offers. If something interests you, try for an interview. So at least get an idea of what happens in general besides web development.

You open freelance sites and look for tasks according to your skills, you feel the strength to decide - you take it. As if the usual scheme. Over time, you acquire regular customers, stop going to your job and stop climbing freelance exchanges. Just sit at home and quietly work peacefully for 12 hours a day, seven days a week. Everything is simple.
