Freecooling in the Moscow region, will it pull out 3 kW (heat)?

I wondered if it was possible to organize a server room with freecooling in the Moscow region.
2 options in my head (both options are insured with conventional air conditioners, for safety)
1) "server-street" heat exchange system:
I see the system as polypropylene pipes with antifreeze, radiators at both ends (did not find a budget model, therefore automobile ones), thermal relay, fan from 12V auto and 40W pump. Thermal relay at 23 degrees, when lowered, the pump and the fan on the street turn on.
2) Heat exchange system "server-cold water circuit"
The same PP pipes and pump, but we add an indirect heating boiler (we connect the cooling circuit in the cold water of the building, the passive cooling tank is connected to the server circuit). Same thermostat.
Please do not flood about the bay, risks and other things. Only facts.
ps Based on the most favorable conditions, system No. 1 will save 20 thousand rubles a year.
