free ssl? cloudflare?

Good afternoon.
We have several sites that until recently used letsencrypt certificates, however, due to the relocation of the latter to DO and the preservation of RKN locks, access problems began to occur (certificate chain error).
In this regard, we are trying to find alternatives. The most obvious is cloudflare. However, a little googling showed that cloudflare is also under the ILV block (according to 2014 data). First of all, the question is how dependent is the work of ssl cloudflare on RKN blocking (are the same ip pools used? or independent ones, did anyone have problems? And accordingly, will there be any problems with access when using DNS from CF
? part of the answer is no, the question is, are there suitable alternatives for free certificates?

Some wild fantasies, where does the location of LetsEncrypt and ILV locks come into play?
SSL does not make any requests anywhere to understand whether it is valid or not, so it does not care deeply about the ILV with its locks, so your problems are clearly in something else, and not in certificates.
And in data centers, as a rule, what is blocked by the ILV is not blocked, i.e. even on Russian hosts, all blocked resources work quite well and there should be no problems with generating a certificate initially, for example. Well, if it is not available from the host, then it's sad.
So it’s not at all clear what kind of problems you have with access to LetsEncrypt.
