Free program to recover data after deletion while preserving the folder structure?

Subject, the data seems to have not yet been overwritten, and the programs that I have tried do not restore the folder structure.
Better free, or inexpensive.

Any program that can make backups at the file level - for Windows, the built-in tools work fine, as an option - free solutions from Veeam.
