Free email service without encryption?

We need a free mail service that would provide access on port 25 without encryption (TLS or STARTTLS). There used to be a lot of them, now (2015) there are only large services like yandex, rambler, mail, etc., all small services have either closed down or changed their field of activity up to phishing.
Why did such a situation arise? Can you please tell me what service you are looking for?
PS: about stunell and postfix + dovecot + .., I know. Unfortunately, this is not an option.

there is software that does not know how to encrypt. also faced the same problem
