NOBODY embeds a code editor, components and forms into the compiler.
In fact, most compilers are free.
But development environments - which just contain everything from 4 to 6 points - can be paid, yes.
In fact:
you need Qt. This is a fremwork. Chewed by many compilers. And easily friends with QtCreator in terms of creating forms.
