You need a service or, in extreme cases, software in which you can make an invoice, act, invoice and not pay for it.

There are such? I think all sorts of Elba and My cases would do, but it’s not clear whether they have the opportunity to get this functionality for free, maybe someone has experience.

Issue-account.rf - free, there are no restrictions, neither for documents, nor for users. I have been using it for a long time, everything is ok.

As far as I remember, there was a free version.
There is crm, within which you can keep track of cases. There are also templates for generated documents.
I won’t say that it’s super convenient, but for a request for a freebie, it seems to me that it should suit.
