Framework or native code?

What is better to use for developing a mobile application that communicates with the server, the Framework or native tools? It is planned to develop for IOS, WP, Android.
And if a framework, which one? What language?

Libgdx is cross-platform, but the result is native. You will have to write in JAVA.
