The site has a frame in which another site is loaded, the design of which needs to be adjusted to fit the existing site.
Is it possible to change the html in the frame using php, and if so, how?

you can't, the frame is managed by the browser.
That is, the data from this frame passes by your server.

If you really want , then phpQuery and go ahead
