Form submission not working in Safari 5 and below. Is this the norm?

Hello. What do you think, if submitting the form does not work only in Safari browsers with version 5 and below, then it will do? A lot of people use this browser, what do you think?

You are apparently testing in Safari for Windows which hasn't been updated since 2012. Basically, no one uses them. The current version is 11.
