For own "cdn" what to set safe permissions for folder and files?

Hello!
I created a folder on my hosting with the files most in demand in all projects (something like "cdn"). What bulletproof rights should be set on the folder and the files themselves and what .htaccess file should I create?

644 is enough for files.
.htaccess is unnecessary and even harmful.
