Folder tmp and log error?

Ruby on Rails

After the rail new blog command, a folder was created, I opened this folder in rubymine (compiler), it highlights two folders tmp, log and a few files in red.
why? How to fix?
Also, when creating a Rail Application project (ruby and rails connected) in the folder (untatled or something like that. Project name) is empty, it does not start.
