First off, starting with AS3, flash has an amazing free reference base, the best I've ever seen. Therefore, you need to start with it. The first thing you should refer to, even if you know nothing at all, is the book (available in Russian) PROGRAMMING WITH ACTIONscript 3.0 (http://bit.ly/9oRs6H). After reading it, you will already be able to write full-fledged applications.
Next, you need to decide on the development tool. If you are an animator, then there is probably nothing more convenient than Adobe Flash CS. But, if you are a programmer, then a whole fleet of paid and free tools is available here. These are Powerflasher FDT (paid), and Realaxy Actionscript Editor from domestic developers and free SEPHY. But my favorite is FlashDevelop, a free editor based on Eclipse, reliable, lightweight, fast and thought out to the smallest detail, in general, a must see.
And I would not advise you to start learning with Flex - it's like eating dumplings with your hands. It seems convenient, but there will always be inconvenience. Not to mention that Flex is a tool for developing applications with a user interface, its code is translated into as3 and then compiled.
You can also go to https://freeriatools.adobe.com/, say that you are a student and get a licensed version of Flash Builder for non-commercial use.

You can start with a simpler one - Adobe Flex. Depends on what you want to do in flash! If animation, then you definitely need to learn Adobe Flash, and if web applications, then it’s better (read easier) to use Flex
