Find equipment for video conferencing on lync

Good afternoon.
A budget organization conducts video conferences based on lync. Two conventional webcams are now used to transmit video.
There was a desire to do the following:
One camera (maybe FullHD) broadcasts a picture of the entire hall.
The second focuses on the speaker at the moment.
There are no questions from the first, but from the second difficulty:
We need an optical zoom. webcams with optical manual zoom are expensive (or am I looking in the wrong place?). We decided to use a conventional digital camera. There is a zoom and at an affordable price you can buy 720p or even higher. But now we cannot figure out how to transfer the signal from the camera to the computer (windows), so that this bundle will work without any problems with lync.
What is needed for this? Video capture card + some software? firewire + some software?
I. if possible, how do you conduct video conferences?
