Financial issue with hosting Beget: are they obliged to return to webmoney or not?
Beget raised prices for equivalent hosting and forcibly transferred users to a new billing. They were allowed to do this by the fact that they do not sell the service for a year, but show the money on their account in the Panel and debit at the rate every day. No sale - no obligation. And they decided to trade more expensively the same.
I can't stay on this hosting because the quality has dropped, sites slow down, CMS has stopped updating...
I requested a refund on WebMoney. They refused. I don't have a bank account. They don't care.
Question: is Beget obliged to return the unused balance of funds to WebMoney or another electronic wallet or by postal transfer if there is no bank account? And I'm not going to open.

As I understand it, as a legal entity, if they return the money to WebMoney, then this will be equivalent to a black salary or money laundering. Those. It is worth immediately clarifying that any Russian telecom operator (if the hosting company is official and works with a license, then this is a telecom operator) acts in accordance with the legislation of the Russian Federation, in particular, with the Federal Law "On Communications". This Federal Law provides for the return of the unused balance of funds for services. That means they have to return it.
"Return" is a well-defined operation, which is also available in the WebMoney (PayMaster) system. And a refund is possible only to the wallet from which the payment was made . There are no difficulties with this operation, it can be performed in the personal account of the payment system in just a couple of seconds. A partial refund is also possible if you have spent some of the funds.
Legal entities in the Russian Federation work with payment systems on completely legal grounds. And this applies not only to Russian payment systems, but also to foreign ones, such as PayPal. An account in the payment system is linked to the current account of a legal entity and funds are withdrawn to it. Even checks make their way through the online cash register. But it is worth emphasizing that for this the account of the payment system must be registered in the legal entity. There are hosters that are paid to a private account (for example, a WebMoney wallet) - and we will leave the question of the legality of such operations in question.
