Filesystem for root partition, Linux?

Question from the test:
Which of the proposed file systems can be used for the root partition? (Choose TWO)
- NTFS
- ext3
- XFS
- VFAT
- swap
The correct answer is ext3 (which is understandable) and swap (which is very! not understandable).
Is there an error in the answers, or can swap somehow be used for the specified partition?

there is an error, ext3 and XFS are suitable
