Files are duplicated in folders and in /storage/emulated/0 and /storage/emulated/legacy - why?

Why folders are duplicated in Android and can this be somehow prevented?
Android 5.1
And can it be removed from legacy - there will definitely be no problems ?!

Often these are symlinks!!!
And yes, you can delete it. But it will be deleted, of course, from everywhere (physically, these are just files).
