File manager with web interface?

Good evening, Khabrovites,
I'm looking for a file manager with a web interface for a Linux server. At the moment, Relay is used , which for a number of reasons is not entirely satisfactory.
Required features:
- Support for FTP accounts
- Ability to upload large files via HTTP
- Administration via the web interface (create and delete folders and users, the ability to link multiple folders to one user and vice versa)
- Support for HTTPS
Additional goodies:
- Support for SFTP accounts
- Support for Drag and drop
- Ability to generate links to a file
- File converter
I would be grateful if someone could suggest a solution, even a paid option will do.

Cloud Commander might suit you .
Of the ones you listed, it has:
- Ability to upload large files via HTTP
- Administration via the web interface (create and delete folders)
- Support for HTTPS
- Support for Drag and drop
- Ability to generate links to a file
