Tell me, what would be the best way to read the data of the FIAS (former KLADR) dump xml file, and even better to convert to MySQL, taking into account the fact that the xml file itself even in compressed form in the archive weighs 1 GB.? What tool can do this?

Navicat easily imports XML into MySQL tables.

dbf files are opened by office access, from there you can save in csv format and process in php.
