FIAS. Integrity support?

Task: deploy the FIAS database on your servers.
Path:
I download the first available full database in xml from the site -> parsing -> upload it to the database.
Next, I incrementally fill in the deltas, the method is the same.
Problem:
Often deltas are not consistent, for example, addressobject's nextid/previd refers to objects that don't exist, or house/houseinterval/landmark refers to a non-existent addressobject.
Who solves such problems?
