FGLRX and Ubuntu 15.10 (16.04), is it possible to install a proprietary driver?

About the known problem with incompatibility between GCC5 and the proprietary driver (black screen after installation):
the corrected version of the fglrx package was in proposed-updates, but then it was cut out;
I met solutions with installing GCC version 4 and creating symbolic links, as well as downgrading the kernel, but they do not suit me; in 16.04 fglrx doesn't seem to be available in the official repositories at all. Considering that AMD has decided to drop support for obsolete mobile adapters altogether, and the problem with Intel/ATI Hybrids graphics on laptops still has no adequate solution (X-server segmentation error and intermittent crashes), it might make sense to forget about proprietary driver and only use community driver with DRI_PRIME support? Has anyone been able to properly install and use fglrx on newer versions of Ubuntu?

I just have an old Radeon adapter. Ubuntu 16 started, but with reduced graphics in the style of Windows 98.
As a temporary solution, I chose the video processor adapter in the driver settings. But for browsers, memory is often not enough.
