Ffmpeg, or an alternative to vps?

I have vps installed ffmpeg, ffmpeg-php gives an error with ./configure.

configure: error: ffmpeg headers not found. Make sure ffmpeg is compiled as shared libraries using the --enable-shared option

Help to decide or find an alternative to use the conversion of video and audio formats on the server?
Package ffmpeg-devel-2.6.8-3.el7.nux.x86_64 already installed and latest version

Use ffmpeg from exec php module seems to be long dead

Try installing ffmpeg-devel.
