I checked the ads on the phone, everything works fine. But why are there so few impressions with so many requests? RU traffic mainly and category 3+ for everyone. Everywhere clambered, no one gives a clear answer, and I have no idea how to write to admob technical support, they send me to the forum.

If in doubt, you can connect analytics with custom events in places of interest. And in the argument to collect data that are of interest. People can play without the Internet, they can use a blocker, then there will be access to the network, there will be requests, but the hosts are blocked and ads will not load. Maybe the ad plugin is not integrated correctly. For example, an advertisement is loaded for the first time, and after the display, the second one is not loaded. And it turns out that there are further requests for display, but no advertising. Or maybe no one plays the game. I will not advertise anything specific, but some analytics services create profiles and allow you to track the behavior of individual anonymous players, how often they log in, save each session, and then you can collect a kind of log from specific settings on specific devices (you describe and arrange all the events yourself). Thus, you can understand what exactly is happening on client devices and why there are no impressions.
