Fatal error when turned on and windows 7 is not loaded, what should I do?

During normal work, I turned off the computer, but when I turned it on, I began to issue a "Fatal error" referring to the inability to make adjustments. It prompts you to press any key and windows prompts you to start in safe and normal mode, and everyone hangs on boot (safe - downloading files, normal - starting windows).
I have a Linux disk, but it starts when the Windows disk is disconnected. The necessary documents remained on Windows.
The computer is old with a stump 4.

1. Download the livecd of some distribution, for example, ubuntu
2. Write it all to a flash drive using unetbootin (in Windows) or dd (if on a different Linux machine)
3. Boot from a flash drive
4. Save files
5. Reinstall Windows 7 version to a different, newer version of linux
