FAPI.UI.showPayment gives out "The payment system is being prevented and will work very soon.", is it just me?

All api works, except for payment. When FAPI.UI.showPayment is called, it displays the message "The payment system is under maintenance and will be up and running soon."
I waited a week, the message did not change. Is this message for everyone or just me?
How can I test payment?

This is a standard response to a payment script error on your side. The payment system works OK, including on the test.
