Fancybox 3: license?

Do I understand correctly that if I make websites and install fancybox on them, then I don't need to purchase a license?
I looked at the info here and concluded that if the application goes on sale, then you need to buy a license. But if a site without access to the original one, stupidly made it up, pulled it on the engine and uploaded it to the server... do I need to buy a license in this case or not?
I would not like to violate copyright without understanding the terms.

fancyBox is licensed under the GPLv3 license for all open source applications.
A commercial license is required for all commercial applications (including sites, themes and apps you plan to sell).

If your project is not open source (read, an open project for github), then you need to buy. You are making a site for sale, so here's "...required for all commercial applications ( including sites ..."
