"Failed to get UnRev file list" error in TortoiseGit - what to do?

After reinstalling WIndows 7 Starter (32-bit) on the computer, reinstalled Git for Winows (2.12.2 -32-bit) and TortoiseGit latest version (2.4.0.2 - 32-bit).
We tried to commit something from a directory from which everything worked fine before reinstalling, and we get in response: "Failed to get UnRev file list" - what's wrong? Has anyone had this? From which side to solve the problem? )
Oh yes, the most important thing Git for Windows closes abnormally with the message "The program has terminated"

I solved the problem by installing an older version of Git for Winows - randomly took Git for Windows 2.8.3 (32-bit) - no error! Everything is working!
