Failed to connect to Pusher how to fix?

Hey!
No one has encountered the Failed to connect to Pusher error. I am using laravel websockets. They suggest downloading the certificate and setting the path in two php.ini files https://github.com/laravel/framework/issues/16478
registered in fpm and cli curl.cainfo = "/etc/php/7.3/fpm/extras/ssl/ cacert.pem" error did not go away. What do you advise?
