Facebook OAuth. Why is the email not coming?

I'm trying to log in via facebook oauth with the following scope:
scope=email,public_profile
Next, I'm trying to get basic information about the user via a token:
https://graph.facebook.com/me?access_token=...&fie...
But the email field is for some reason then it doesn’t come, only the main fields:
{"first_name":"...","last_name":"...","id":"...."}
Moreover, this error is not always repeated, for example under My facebook account is working fine.

The email may simply be empty. For example, a person could register using a phone number.
