Very often I stumble upon in articles or hear in podcasts, for example, in Runetology, how notable figures of the Russian Internet business praise the Russian-speaking segment of Facebook for the contingent, calling it a kind of “modern live journal five years ago” and note very interesting discussions on the topic of business in Runet that occur there.

Question: where does this happen on facebook and how do you fill your newsfeed with such content?

It seems to me that this is viral marketing, artificial rumors luring users.

it probably happens on the walls of popular characters. You need to find famous people on FB and friend them.
The second option, which I doubt, is thematic groups in the same FB. But this is unlikely.
