Facebook Bot publishing a bot?

Good afternoon.
Question about publishing a bot on FB.
The policy change field encountered such a problem that in order to gain access to pages_messaging, you must also specify the company. This was not the case before.
Does anyone know if this is the case, or if I did something wrong?
