Explain something about incoming and outgoing traffic?

Basically, I have a website where people can watch videos. But the hosting swears at the video (they say it's not licensed). Therefore, I want to transfer all the videos to CDN. Noticed storage.selectel.ru. Here, incoming traffic is free, but you have to pay for outgoing traffic. Do I need outbound traffic so that users can watch videos?
