I think I understand. this is to replace the physical url of the directory with some of your own.
it is necessary apparently for the case when index.php is in some folder and redirection of incoming requests is configured on it. while .htaccess also lies in this folder along with index.php. and so that this folder is not added to the url during any transformations and this RewriteBase is needed /
