Exhange 2010: Why doesn't RecipientLimits work when replying to an email?

Set-ReceiveConnector -Identity "xxx" -MaxRecipientsPerMessage 15
Set-TransportServer -Identity "xxx" -PickupDirectoryMaxRecipientsPerMessage 15
VIP users have msExchRecipLimit attribute set to "50"
Now the situation is:
VIP sends a letter to 16 recipients. One of the recipients (non-VIP) sends the letter back and the letter goes away :(
Any ideas?

VIP users have the msExchRecipLimit attribute "50" set - so what?
msExchRecipLimit - This is the recipient limit ("VIP" and "non-VIP") for the letter to receive 50 recipients and it doesn't matter who they are.
