Exclude pages or not?

Hello, I ran into the problem of a friend and it became very interesting.
Given: home freelance site.
Specially created pages for each service are promoted. About 100.
There are also application sections, application pages, personal pages of freelancers.
Every freelancer creates a portfolio. On the personal page there are thumbnails of photos from the portfolio, when clicked on, the transition to viewing is carried out. The peculiarity of their engine is that the transition is carried out on a separate page on which there is only one photo with links "previous" - "next".
There are several thousand photos, respectively, several thousand pages, which are essentially empty.
Under the photos indicate links to promoted pages (2-3 pieces). Titles and h1 often have high-frequency keywords.
Addition: some pages with a photo are perceived by search engines as low-quality and are excluded from the search.
Is it worth doing this, how do search engines treat this and what can it lead to?

I would close it better. There is little content. Link-only pages work. A visitor from the outside who has landed on such a page will most likely have a refusal.
