Exchange file syntax?

Good evening everyone!
What we have:
Exchange between 1s and Bitrix. On the 1s side, the Integrator performs its own improvements, the details of which I am not aware of. The exchange does not work
properly.
I see in the exchange files that the Integrator sends to the site the following picture of the properties of the product : opening tag <Value>. And this is the property of all empty goods. For non-empty ones, it looks like this: <Value>property value<Value/> Does anyone know if my fears are correct or not?
