Exceeding the allowable load on the server, how to fix it?

I received a notification from the hosting provider about exceeding the allowable load on the server for more than 100 processor minutes on the web and mysql server. Hosted by adm.tools. Previously, we did not receive such warnings, we analyzed the logs and load graphs for all sites, load peaks are observed on the same dates on February 5 and February 22. What does it matter if the site is working, whether it is registered in Google, there is not even an index file on one.
I read the solution to such a problem, then I found it specifically for one site: updating the php version, optimizing database queries or caching, but the problem is with everyone.
Does anyone have experience with this or can give me some advice on this issue?

Either diagnosing the causes of the load and eliminating it by optimizing something, or (I recommend this particular path) abandon hosting with limits - this is a terrible atavism in 2019.

Wordpress got out of those frameworks long ago when it could be hosted on shared hosting, fixing the problem is easy - do not use shared hosting.

So what is in the logs in the end? The last time I had such a problem was some kind of left-handed search robot. The "crutch" solution is to close access to him, and the normal one is, as advised above, to refuse hosting with limits.
