Usually the time spent * is calculated by the cost of one working hour (your man hour). And this is a completely different question - how to determine how much "I" will spend time developing (!) _some part_ of the site.
The simplest way - we beat into parts as small as possible, evaluate everything that we did before, estimate by similarity what is possible, the rest at random + some control time if you didn’t guess. Over time, the "eye" is stuffed and the accuracy increases very much.
Set yourself a “salary”, for how much $$$ per month you are ready to work every day for 8 hours.
divide by 160. Write an application. Estimate how many hours you spent on it, actually working hours, minus smoke breaks, lunches, breaks, productive time spent.
Multiply the resulting numbers. Go to any freelance resource, take the average cost of 10 applications similar in complexity and quality, compare with your total. You have the baseline. Draw conclusions and correct in the right direction.

There are few in Russian dissertations (separate paragraphs). There are a couple of articles in the “for beginners” format, Google searches them well. But there is no universal recipe.
You can take sensible books on business valuation and turn on the logic to project everything onto the features of Internet projects.
However, business valuation in general is a rather extensive field of knowledge, it is better to consider a specific case.
Traditionally, there are 3 approaches: profitable, costly and comparative. If a new startup, valuation for investment purposes is the real options method.
Specific methods and their ratio in the final cost depend on the characteristics of the object of assessment, the objectives of the assessment.
