ESLint in Atom - if I write just a module, should it work?

I am writing a separate library of VUE components. ESLint in Atom complains that it can't find the 'eslint-plugin-vue' plugin - I installed it in the library folder and ESLint doesn't seem to work anyway. How to do it right?
