Error when trying to set up AdSense. What to do?

Download Site Kit, set up Adsense.
The application was approved, an e-mail message was received that there would be advertising within a couple of hours.
A day passed, no ads. Site Kit has the following error:

Has anyone encountered this?
And one more thing, with regards to the PIN code that Google sends:
Should it be sent after overcoming the $100 threshold?
