Error when npm start webpack?

Good day.
I'm trying to learn webpack but I'm getting an error.
As far as I understand the problem is not in npm
But I don’t see the essence of the error.
npm run build works, but this crashes on npm start:

I didn’t find out exactly what the problem is, but my unique Google skill turned out to be launched via webpack serve
