Error when checking Bitrix full access?

Hello. Please tell me, I have the Bitrix Start package on my local machine, when checking full access it gives an error, you can see it in the screenshot. Has anyone encountered such an error?

Why did this error occur to me? Because I found these files, they are in the Bitrix -> php_interface 3 folder of the file, I went into the file properties, there was a READ ONLY checkbox, removed everything worked, that is, the error disappeared. I have Windows 7 Professional 64 bit
