Error when adding Windows Server Backup feature on 2012 R2?

Good day!
When trying to add the Windows Server Backup feature on Windows Server 2012 R2, I get an error:
the term 'new-ciminstance' is not recognized as the name of a cmdlet, function, script file, or operable program.
How to solve this problem?

sfc /scannow to run, most likely, it is possible to rearrange .net 4.0 (especially if it is not worth it - although since 2012 it seems to be bundled). Will not help - rearrange the OS. New-CIMInstance is in one of the powershell libs from .net 4.0, if it is lost, a lot can break.
