Error updating pip library. Because of what could it be?

Hello, let's get straight to the point. Decided to update the pip library.
At first I tried through paycharm, it gave out this, well, I think it's ok, I'll try it through cmd. Unsuccessfully. In both cases it gave an error. Save me, dudes

the full path to the pip you are running
is in the scripts directory of the required Python directory
