Error: This template attempted to load a constituent assembly. What to do?

Hello. I've got this problem. Like on the screen.
It appeared at the start of the project. In the project, I did not have time to do anything, that is, it is empty. I cannot create a new project (namely Cordova), the same thing comes out. In the repos folder, only folders with the name are created, in which the project should have been formed.
I tried to find information on the Internet, but could not. Perhaps I still do not understand what the visual informs me about, but I don’t understand where to dig.

You cannot add a reference to a WCF service in Visual Studio 2015.
Symptoms
When you do this, you may receive the following error message:
Error: Could not load file or assembly 'Microsoft.Owin.Security, Version=2.1.0.0, Culture=neutral, PublicKeyToken=31bf3856ad364e35 or one of their dependencies. The specified file cannot be found.
Workaround
To work around this issue, disable the Reuse types in referenced assemblies option in the Service Reference ->Advanced panel (enabled by default).
