Error SQLSTATE[HY000] [1045]?

Gives an error message:

SQLSTATE[HY000] [1045] Access denied for user 'скрыл_имя_пользователя'@'localhost' (using password: YES)

As I understand it, this error prohibits such a user from editing in the database, looked 100 times that all accesses are allowed for such a user, then created a new one, also gave him all access to edit, changed the necessary parameters for connecting to the database and still the same error , the host login, the database password, also checked everything correctly, the host entered both localhost and 127.0.0.1 does not help, I work in Laravel 5.8, what could be the reason?
